Community-based Tourism Development to Improve The Economy of the Sekapuk Village Community

ABSTRACT

The water quality of the rivers in Gresik, specifically in Bengawan Solo river in Bungah-Ujung Pangkah area and the downstream of Brantas River in the Wringinanom-Driyorejo Region, is polluted as perceived from the total dissolved solids that reaches 5000 ppm. Meanwhile, the river water contaminated with microplastics in Bengawan Solo reaches 55.2/100 L and the downstream of Brantas River reaches 18.5/100 L3. The garbage does not only accumulate in rivers, but also on land. In Sekapuk Village, Ujung Pangkah Subdistrict, Gresik, there is a former limestone mine. 

Since the mining was completed, it ended up being a landfill from 2003 through 2017. The current study employs a qualitative research method. The data were collected from interviews, observation, and documentation. The objectives of this study are: 1) To determine the components of tourism and participatory planning in Setigi tourist attraction, 2) To determine the community development and empowerment in Setigi tourist attraction, and 3) to determine the supporting and inhibiting factors in managing Setigi tourist attraction. 

The results of this study are as follows: 1) Setigi tourist attraction's components include parking areas, toilets, prayer rooms, gazebos, photo spots, culinary areas, ATV cars, and others. The planning of this tourist attraction came from an idea of the village head to make the village into a tourist attraction. As a result, a regular meeting is held on the 1st of every month which is attended by members of BUMDES, PEMDES, other village institutions such as local community units (RT & RW) and other community members, 2) The community development is carried out by providing opportunities to establish stalls for women in family welfare program (PKK) groups and each local community unit (RT /RW) in Sekapuk Village, 3) The supporting factors are the ability and the willingness to establish Setigi tourist attraction. Meanwhile, the inhibiting factor is the limited funds in the tourist attraction development, but a joint saving program was planned by the village head. PRELIMINARY

        Garbage or waste in English is a material that discarded or discarded from human activities. Garbage is a form from human activity. Simply put, trash is divided into two, namely organic and inorganic. Organic is wet waste that comes from from living things, such as features and kitchen waste. While trash inorganic waste is non-biodegradable waste, such as cans, rubber, metal, plastic which is dry waste.1In the 17th century, the Dutch population still threw out their garbage everywhere, causing many diseases. Then the local government provide garbage disposal. Then in the 19th century, trashstill being gathered in certain places, but no longer the people who dispose of, but officers appointed by the government who take from people's homes. Starting from the 20th century, garbage is not piled up, but burnt. The condition of waste in the Netherlands at that time was roughly the same as Indonesia today. Finally in the 21st century garbage is still burned but with waste burning technology so that toxic gases are harmless public health, it can actually benefit the community because it becomes power plant.2 Such is the condition of waste in the Netherlands.Meanwhile, in Indonesia, waste is still a problem that doesn't go away finished. The Ministry of Environment and Forestry stated that waste from 289 districts in Indonesia in 2020 reached 36,725,828.83 tons per year.Of the 3 million tons, only 53.79% were managed. While the remaining 46.21% not managed properly.3 From the data we can understand, the waste problem especially in Indonesia is still an unfinished homework.So we need the contribution of scientists, government and society to solve it.

In Jember Regency, Ziadatur Rizkiyah, Head of TCC (Trash Control Community) claimed to have conducted research on the quality of river water in North and South Gresik areas. The research location in North Gresik is located at Bengawan Solo in the Bungah-Ujung Pangkah area, while Gresik Selatan is in Kali Lower Brantas Wringinanom-Driyorejo Region. The results of the study show the quality of the water in the river is polluted due to the high total dissolved solid up to 5000 ppm. Meanwhile, river water contaminated with microplastics is Bengawan Solo 55.2/ 100 L and Brantas Hilir River 18.5/ 100 L 3.4 The following are the condition of the garbage in the river around Gresik.  

It turns out that pollution due to garbage is not only in rivers, but also in mainland. In Sekapuk Village, Ujung Pangkah District, Gresik Regency, there are former limestone quarry. Since mining was no longer carried out, finally the location It has been used as a garbage dump by local residents since 2003 until 2017. This makes the environment polluted. According to the narrative Abdul Halim, Sekapuk Village Head, the thickness of the waste reached 12 to 14 meters. Tall and huge. Especially when the rainy season arrives, trash it will emit a foul smell From former mines to garbage that has accumulated for years, it can be transformed into an environmentally friendly tourist spot can improve the economy of the community. Even this village has won 1st place in brilliant village in Indonesia in the BRIncubator Incubation Program Goes to Brilliant Village.6 Based on the problems that have been described previously, the researcher interested in raising the title "community-based tourism development for improve the economy of the people of Sekapuk Village, Ujung Pangkah District Gresik Regency" in this study. 

RESEARCH METHODS

              This research uses qualitative research methods. Technique data collection by interview, observation, and documentation. To to get accurate data, this research also uses the method source triangulation. The discussion in this study includes the type of research descriptive. The location of this research is on Jl. Raya Deandles No. 33-88 Sekapuk Desa Village Ujung Pangkah District, Gresik Regency.

Discussion Setigi Tourism Profile 

             Setigi tourism started as a former limestone quarry and turned it into a garbage dumps for local residents from 2003--2017. Since there change of village head who has a different vision and mission from the village head previously. One of its visions and missions is to provide tourism to the community around through the former limestone quarry. Since early 2018 held waste cleaning involving non-governmental organizations and PEMDES, activities Cleaning is carried out for 1 year. 

Beginning of development in 2019 and in 2020 it was opened to the public by the village head, Mr. 

Abdul Halim. 

The origin of the naming of Setigi tourism comes from the abbreviations Selo, Tirto,and Giri (Setigi) which each has a meaning, Selo means stone, Tirto means water, and Giri means hill. That is, a massive limestone hill line and long white. Many call it similar to castles Greece. Setigi Tourism is located on Jl. Raya Deandles No. 33-88 Sekapuk Desa Village Ujung Pangkah sub-district, Gresik. This tour presents panoramic beauty natural limestone hills with various forms of caves and overdrafts produced from mining activities several decades ago. Panoramic sunset sun or sunset also adds to the exoticism of this tourist attraction. Rural nature and the friendliness of the people also add to the attractiveness of this tourist attraction. 

The beginning of the establishment of Setigi tourism was because of the idea of Mr. Abdul Halim as the new village head at the time. For his own borders the northern part is still residential and limestone mines, the eastern part is the main road of Sekapuk village, then the western part which is currently still active turned into a limestone mine, and the southern part became the settlement of the villagers kapok. Setigi tourism itself every week nearly 1000 visitors and for 1 month approximately 4000 visitorsArriving at Setigi Tourism, Sekapuk Village, visitors will be treated to the view is a stretch of exotic limestone hills. Added with The typical cool mountain atmosphere will make anyone feel at home in this place this tour. 

This place does have its own charm for tourists, the beauty of the limestone hill that can be used as an instagramble photo spot will spoil the visitors.Setigi tourism has several places and rides to play, namely stairs drajat which consists of 99 steps, when you are at the top of the stairs it will be clear that the triangle of tourism from the top of the peak and also the former sculptures of the limestone miners will look so beautiful, the white bridge, for children's rides the banyu gentong pool, as for the newly launched ride, namely the pool hijabers and a triangle of KI Begawan statue.  

Then the archipelago mask temple, magical gates, semar statues, caves five colors, bridges of civilization, honai traditional houses, floating houses, setigi monuments nogo puspo sculpture. In addition there is also an artificial lake with a bridge, rides water tourism, photo spots, mask walls, to a former mining limestone mountain looks beautiful. Visitors can also go around the tourist arena by car ATVs and mini dirt bikes. 

Not only that, there is also a replica of the mosque with Persian architecture, European-style castils to stylish buildings archipelago such as the Archipelago Mask Temple.Meanwhile to the south of the tourist area there is a cave that in front of it there is a statue of semar.

 In the cave there are 10 pituturs (sentences wise) written in 3 languages, namely Indonesian, English and Javanese With the construction of a 5-hectare tourist complex, this is said to be new managed by half or 75%, so it will try to continue to be developed.Starting from the construction of swimming pools, campgrounds, multipurpose buildings, and connecting wall.7 And this Setigi Tourism is managed by Bumdes Sekapuk which owned by the village government and local villagers, so that beauty is guaranteed and his honesty on the transparency of funds that is always carried out. If the manager If you are not a resident of the village of Sekapuk itself, there will be conflict, therefore,the village head still wants the manager to be an insider aka a villager from that sekapuk alone. 

Although this tourist attraction is still relatively new and still in development,development process, but many tourists have visited the this. In fact, this object has also been used as a background for shooting events Celebrity on Vacation and several other TV station shows. Great again Power This tourist attraction has been visited by foreign tourists several times, including recently tourists from Canada also visited here. If this tourist attraction be developed to the fullest, it does not rule out the possibility in the future will become a tourist attraction or even a leading tourist destination in Indonesia Gresik Regency as well as in East Java.8 Triangle tourism was also chosen for representing Pudak City in the National level competition held by the Indonesian Ministry of Home Affairs. 

Tourism Component 

          In the SKK and TKK Saka Tourism Guide books published by Ministry of Culture and Tourism, there are at least 8 types of tourism: namely: 1) Nature tourism or ecotourism Nature tourism, 2) Pilgrimage tourism, 3) Cultural tourism, 4) Health tourism, 5) Agricultural tourism (Agrotourism), 6) Hunting tourism, 7) Tourism conventions, and 8) Educational tourism (educational tourism). 

          Setigi tourism is included in the category of natural tourism, which is already mixed human hand. Because what was originally a limestone quarry, has now been changed to tourism in which there are many tourist icons setigi made by communities around tourist attractions. Like with lakes and waterfalls artificial, some limestone hills that have been dug into a pond and also a stage children's play area, then there is a mask carving on the limestone hill wall the. In addition, there is a very long ladder that can be connect us with the highest peak of the limestone hill, besides that we can see the whole from various angles of tourism setigi. Due to the former limestone quarry and the very hot weather of the city of Gresik, the tour manager has provided several gazebo buildings that are indeed facilitated for visitors to do not feel hot and feel at home in such a tourist spot.They are the managers not only concerned with the beauty of tourism as high as but the convenience of the visitors starting from the spread of toilets at all points which exists.  

Participatory Planning 

The concept of Participatory Planning is the process of planning and making decisions in development programs are often made from the top down (top-down planning). Community development program plans are usually made at the central level and implemented by local governments. People often included without being given the choice and opportunity to provide input and role. According to Rina Wijaya, the characteristics of participatory planning are 1) Focused on the interests of the community, 2) Participatory, 3) Dynamic, 4) Synergy, 5) Legality, 6) Feasibility. 

This Setigi Tourism was built because a problem arose, a polemic of a problem which emerged during the 13 decades of leadership before Mr. Abdul Halim.The tour manager is one of the evidences and actors of history, because the manager previously served as chairman of the RT in 2000-2012. The source of the problem has been used as a garbage dump for years post-mining and it is a polemic for RT 05, because all waste from Sekapuk Village is disposed of in the post-mining area. When it rains The garbage will give off a bad smell, that's where the idea comes from to be used as a tour by Abdul Halim as the village head. 

This is also done as a form of the village head's responsibility towards the village head the potential that exists in this Sekapuk Village. This development must have good leadership strong, if we depend on people's aspirations it will not be built. As The number of people in Sekapuk Village is almost 60 thousand, if we look for aspirations this it will not be implemented this work program. So we have to have a concept that we make, after that and it involves all elements of stakeholders in the village. For the concept itself is already owned by the village head. So the people follow what the village head already has, as a form of responsibility answer the community with what has been chosen in the current village head election that.  

To make the plan a success, regular meetings are held conducted every month on the 1st attended by BUMDES members (Village-Owned Enterprises), PEMDES (Village Administration), other village institutions such as (RT & RW) and other community members. For the meeting itself carried out transparently to discuss financial budgets, evaluations,future planning. The planning and implementation of tourist attractions. involving all parties from various aspects of the existing society. Because the community feels that the development of this tourist spot is very beneficial for the community survival of the local community. For the concept of this setigi tour only following the concept of the village head but for the management of the tourism involving the whole community from various aspects of existing society ranging from RT/RW, BUMDES, and other village institutions. 

Pushing and inhibiting factors

        Suryana describes three factors that cause success, including: 1)Ability and will. People with abilities but don't have willingness to be entrepreneurial, and vice versa. Both will experience difficulty to be successful. 2) Strong determination and hard work. People with strong determination but don't want to work hard, and people who want to work hard but lacks determination. Neither will work. 3) Opportunity and opportunity. An entrepreneur should recognize the opportunities that exist and trying to grab it when there is an opportunity is one of the factors that determine one's success. 

             For the ability and willingness to run a tour this high the community and all village institutions are very enthusiastic because with the existence of This tourism can improve the economy of the surrounding community. Managers tourism is doing promotions and according to the opera, there is no other way than promotion in recognizing opportunities among tourist visitors. And for every employees are also required to promote the tour on social media.Village institutions in carrying out tourism as high as this have a way or technique themselves, apart from promotion, they also oblige the surrounding community to like on the setigi travel social media account, provide good service to tourists, providing comfort such as in terms of maintaining cleanliness which is in setigi tourism and other things. 

CONCLUSION

        With regard to the tourism component, tourists will be spoiled with facilities that have been provided. The facilities there are quite adequate, among others Parking Area, Toilet, Mosque, Gazebo, Photo Spot, Culinary Area, and others.Tourists can also rent an ATV car or mini trail provided by the manager to go around the setigi tour, after paying the entrance ticket has been established. Travel planning starts when you see the waste problem for many years post-mining. Then came the idea from the village head to make it a tourist spot. In order to make the plan a success, as for routine meeting which is held every month on the 1st which is attended by members of BUMDES (Village Owned Enterprises), PEMDES (Village Government), other village institutions such as (RT & RW) and other community members. Development of their own community by providing opportunities by opening a stand where the stand itself is from the PKK women's group and every RT/RW in Sekapuk Village. Empowerment of SMEs is also carried out by making processed foods in the form of food souvenirs typical of Setigi tourism made by Inggit's mother with the help of local residents who were monitored by PKK mother.

Supporting factors are the ability and willingness to carry out tourism as high as this, the community and all village institutions are very enthusiastic because with this tourism can improve the economy of the surrounding community.While the inhibiting factor for Setigi Tourism has been limited funds in the development of this tour because it requires a lot of funds, but the head The village has an idea by means of a collective saving program. And until now the program ran smoothly. For the problem of obstacles from internal factors no, but for the external factor itself, which was the beginning of the income 5 billion per year and monthly visitor statistics are up to 26,000 person. However, due to the increasingly severe Covid-19 pandemic, and government restrictions, then decreased by almost 30%.
