Port Driven vs Customs Driven

1241 seaports in Indonesia it is a Port Driven Mechanism and not a Customs Driven Mechanism. Why ? Because all the substantial matters that issued by the Customs those are not indicating the real measurement in terms of date and hour of the flow of physical goods and its vessels.

We need to differentiate as follows:

  • Which one is the flow of physical goods and;
  • The flow of paper submission as document verification in the Customs formality.

CUSTOMS DISCHARGE PERMIT

The manifest of the vessel will be submitted by Shipping Lines/ Shipping Agent to the Customs as Inward Manifest. The Customs will verify the Inward Manifest and then finalize the result of verification with a 'BC 1.1 response'. This situation, it doesn't mean that the vessel will immediately move to the Berth Area as it illustrated below.

The illustration above is defined as Pre-Clearance by many of the International Port Consultant in which we may understand from the illustration above are not appropriate to represent the date of the vessel movement because there are many unpredictable dates of the D+1, D+2, and D+n afterwards.

CUSTOMS EXIT PERMIT

The goods should be verified by the Customs through its Import Declaration submitted by Importer or Customs Broker. The result of verification it is indicated by issuing the 'SPPB (Surat Persetujuan Pengeluaran Barang) response'. This situation, it doesn't mean that the goods will be immediately out of the Berth Area as it illustrated below.

The Central Government should aware that many seaports in Indonesian are not appropriate if it gauged by the key performance indicator using the methodology of Pre-Clearance and Customs Clearance, those are Customs Driven Mechanism. Our port it absolutely arranged by the Port Drive Mechanism through the Law Number 17 of 2000 on Shipping.
