On May 4, 2007, Indonesia and several countries such as Australia, Brunei Darussalam, Cambodia, Malaysia, Papua New Guinea, the Philippines, Singapore, Thailand, Timor Leste and Vietnam agreed to form a Regional Ministerial Meeting (RMM) Promoting Responsible Fishing Practices in the Region.
This RMM produced 2 documents, namely the Joint Ministerial Meeting and also the Regional Plan of Action (RPOA) to Promote Responsible Fishing Practices including Combating IUU Fishing in the Southeast Asia Region.
The Regional Plan of Action (RPOA)-IUU fishing as an international regime is a derivative of the previous international regime, namely IPOA-IUU fishing and is one of the demands given by IPOAIUU to every country in the world to work together in dealing with IUU fishing.
This international regime is a form of adoption of the IPOAIUU provisions related to "Cooperation between States" which is described in Article 28 of IPOAIUU Fishing. In this article, the IPOA-IUU demands that each country form a cooperation to deal with IUU fishing that has crossed the borders of one country.
