What is IUU Fishing?

IUU Fishing stands for Illegal, Unreported and Unregulated Fishing.

Illegal fishing can be interpreted as an activity that violates the law or applicable laws and regulations. 

Unreported Fishing is a fishing activity that is not reported or has been reported, but is not true.

Unregulated fishing is fishing activities that are not regulated, such as fishery activities carried out in water areas or so, where there are no conservation and management arrangements that can be applied to it. 

In general, it can be interpreted as illegal fishing activities, not reported to the authorized fisheries management institution, and fishery activities that have not been regulated in existing regulations.

IUU fishing can occur in all capture fisheries activities regardless of location, target species, fishing gear used and the intensity of exploitation, both on a small scale and industry, in national and international jurisdictional zones.

Illegal Fishing

Included as the practice of Illegal Fishing are fishing activities that include the following:

1. It is carried out by a foreign person or ship in waters that are the jurisdiction of a country without permission from that country, or contrary to the laws and regulations in force in the country where fishing activities take place;
2. Contrary to applicable national regulations and/or international regulations;
3. Carried out by a ship flying the flag of a country that is a member of a regional fisheries management organization but operates not in accordance with the conservation and management provisions applied by that organization or the provisions of applicable international law.

Unreported Fishing

Referred to as Unreported Fishing is fishing activities carried out in areas that are the competence of regional fisheries management institutions, but have never been reported or reported incorrectly, or not in accordance with the reporting provisions set by the institution.

Unreported Fishing activities that are common in Indonesia include; fishing that does not report the actual catch or falsification of catch data, the catch of fish that is directly brought to another country (transshipment in the middle of the sea).

Unregulated Fishing

Fishing activities are referred to as Unregulated Fishing, namely fishing activities that meet the following elements:

1. In an area or fish stock where conservation and management provisions have not been applied, or fishing activities are carried out in a way that is not in accordance with state responsibilities for the conservation and management of fish resources in accordance with international rules;
2. In areas under the authority of regional fisheries management institutions/organizations, which are carried out by stateless vessels, or which fly the flag of a country that is not a member of the organization, in a manner that is inconsistent with or contrary to the conservation and management provisions of the organization;
3. Unregulated fishing activities in Indonesian waters, among others, are due to the fact that the mechanism for recording data on catches from all existing fishing activities has not been regulated, the permitted and prohibited water areas have not been regulated, and sport fishing activities have not been regulated; fishing activities using modifications of prohibited fishing gear.
