Over the last 20 years, information and communication technology has evolved significantly, with the introduction of social media being a key development. The rate of change is quickening. For example, the advancement of mobile technology has had a significant impact on the impact of social media. In terms of overall minutes spent online, mobile devices rule the world. They put the ability to connect anywhere, at any time, on any device in the hands of everyone.Â
With the advance of mobile device, social media such as Facebook, WhatsApp, Instagram, Twitter and many more also rapidly grow their popularity and people now day cannot live a day without social media. Social media is a strong revolution that has altered our lives in every manner; it has altered the way we socialise, conduct business, engage in political affairs, establish professions, and arrange job recruitments. For example, WhatsApp that help us to connect with people and keep up to date with them.

Indonesia is located in Southeast Asia and of the country that adopt a democratic system in government. In "The Advanced Learner's Dictionary of Current English (Hornby et al, 1988) it is stated that what is meant by "democracy" is: (1) country with principles of government in which all adult citizens share through their elected representatives;Â
(2) country with government which encourages and allows rights of citizenship such as freedom of speech, religion, opinion, and association, the assertion of rule of law, majority rule, accompanied by respect for the rights of minorities.Â
(3) society in which there is treatment of each other by citizens as equals". From the quote above, it appears that the word democracy refers to the concept of state or community life in which adult citizens participate in government through their elected representatives; the government encourages and guarantees freedom of speech, religion, opinion, association, upholding the "rule of law", the existence of a majority government that respects the rights of minority groups; and communities whose citizens give each other the same treatment.Â
This understanding basically refers to the words of Abraham Lincoln, the former President of the United States, who stated that "democracy is a government of the people, by the people, and for the people" or "the government from the people, by the people, and for the people".Â
Because "people" are the centre, democracy by Pabottinggi (2002) is treated as a government that has a paradigm of "auto centricity" or auto centricity, namely the people (people) who must be the basic criteria of democracy. Thus, the actual reason of my choice about my topic which is "Media Social as A Means of Communication in Creating a Democratic Country in Indonesia" because I want to explore how social media can be used as a tool for conducting a democratic system and what are the effects of it.
The research approach used in my paperwork is literature review. As a democratic country, Indonesian democracy has its own characteristics. What are the characteristics of Indonesian democracy? According to Budiardjo in the book Basics of Political Science (2008), democracy adopted in Indonesia is a democracy based on Pancasila which is still developing and its characteristics and characteristics have various interpretations and views. However, it cannot be denied that the basic values of constitutional democracy have been sufficiently implied in the 1945 Constitution of the Republic of Indonesia.Â
Why were democracy chosen as the path to this form of government in order to achieve the state's goal of welfare? Democracy as form of government, originally started from the history of Ancient Greece. However, democracy at that time only gave the right to participate politics in the minority of adult males.Â
The development of democracy is growing rapidly and is accepted by all nations, especially after World War II. A 1949 UNESCO study stated "it is possible that for the first time in history democracy was declared the most favourable and natural name for all the systems of political and social organization championed by the influential supporters. Thus, until now, democracy is believed and accepted as a good political system in order to achieve the welfare of the nation. Almost all modern countries want themselves to be labelled a democracy. Otherwise, will avoid being called an "undemocracy" country.
Based on the journals that I review; they have a few conclusions about the relationship between social media and democracy. First, social media has an important role in the implementation of democracy in Indonesia. Social media can make people more open to the government's performance and able to express their opinions through social media that is increasingly accessible to all people. Second, social media provides a space for communication, interaction and information between its users so that the campaign team of each presidential candidate can use it to gather support more easily.Â
This is different, because it is usually difficult for people's political participation to enter the public sphere due to pressure from the owners of capital. Meanwhile, today, various communication and interaction strategies can shape public opinion as well as provide a strong enough influence and advantage to candidates. Third, now with the existence of social media and the increasing number of alternative channels of political participation, it further strengthens democracy and has the potential to improve its quality.Â
On the other hand, the existence of social media does not always mean positive in democracy. There are certain conditions that make social media misleading if not used properly. In negative contribution which is related to hoax information. In order to make a positive contribution, every society must filter the information obtained or not easily persuaded by the camouflage of misleading false news. Third, the misuse of social media can change Indonesia's democratic principles.Â
Because of incorrect information and easy public trust can change the personality of the community itself slowly. Social media can be a double-edged sword, used as a strength of democracy and on the other hand a weakness of democracy. The negative effect of anonymity, for example, is that someone can hide their real identity and use a fake identity to carry out counterproductive actions, namely carrying out black campaigns or spreading negative issues on social media.
The influence of social media in society is predicted to have a good impact on society in this era of globalization. Etymologically, democracy comes from the Greek words demos which means people and cratos or cratein which means government or power. So, demos-cratein or demos-cratos means the government of the people or the power of the people. In terminology, there are many views about democracy. There is no single view of what democracy is. Democracy can be seen as a form of government, as a political system, and as a pattern of state life with the accompanying principles. Based on its ideology, Indonesian democracy is a democracy based on Pancasila.Â
Pancasila democracy in the broadest sense is sovereignty or supreme power in the people whose implementation is imbued with the values of Pancasila. Pancasila democracy in a narrow sense is the sovereignty of the people which is carried out according to the wisdom of deliberation representative. Indonesian democracy is a constitutional democracy, apart from having formulated values and norms in the 1945 Constitution, the Indonesian constitution also limits the power of government and guarantees the basic rights of citizens.Â
The practice of Pancasila democracy runs in accordance with the dynamics of the development of Indonesian state life. The democratic principles of Pancasila have ideally been formulated, while at the empirical level they experience ups and downs. As a choice for the pattern of state life, the democratic system is considered important and can be accepted by many countries as a way to achieve the goals of state life, namely welfare and justice. In essence, a country can be called a democratic country, if in that government the people have the opportunity to participate in decision-making, have equality before the law, and get a decent income because there is a fair distribution of income.
I would like to make suggestion in order to ensure the safety of a country due to the advancement of social media. At this time, social media deviations have the potential to have a significant impact on the course of Indonesian democracy. As a result, as a user, you must be skeptical when gathering information that is difficult to accept, seek for the facts first, and provide warnings to those who propagate false information. Making legislation or rules regulating the misuse of social media, such as the ITE (Informasi dan Transaksi Elektronik) Law, is one of the Indonesia government's initiatives to address this problem. Combating hoaxes requires the involvement of all levels of society to work hand in hand with the government to build mutual awareness so that they can use social media responsibly with positive content.
