Over the last 20 years, information and communication technology has evolved significantly, with the introduction of social media being a key development. The rate of change is quickening. For example, the advancement of mobile technology has had a significant impact on the impact of social media. In terms of overall minutes spent online, mobile devices rule the world. They put the ability to connect anywhere, at any time, on any device in the hands of everyone.

With the advance of mobile device, social media such as Facebook, WhatsApp, Instagram, Twitter and many more also rapidly grow their popularity and people now day cannot live a day without social media. Social media is a strong revolution that has altered our lives in every manner; it has altered the way we socialise, conduct business, engage in political affairs, establish professions, and arrange job recruitments. For example, WhatsApp that help us to connect with people and keep up to date with them.

Based on a website called Datareportal and based on October 2021 report, more than half of the world now uses social media. To simplify, 4.55 billion people around the world now use social media, 400 million new users have come online within the last 12 months. Datareportal also reported that there are around 5.29 billion unique mobile users mean more than two-thirds of the world have access to a mobile phone. After we analyse the report from Datareportal, we can conclude that every people in the world regardless of age use social media and have own mobile phone.

Indonesia is located in Southeast Asia and of the country that adopt a democratic system in government. In "The Advanced Learner's Dictionary of Current English (Hornby et al, 1988) it is stated that what is meant by "democracy" is: (1) country with principles of government in which all adult citizens share through their elected representatives;

(2) country with government which encourages and allows rights of citizenship such as freedom of speech, religion, opinion, and association, the assertion of rule of law, majority rule, accompanied by respect for the rights of minorities.

(3) society in which there is treatment of each other by citizens as equals". From the quote above, it appears that the word democracy refers to the concept of state or community life in which adult citizens participate in government through their elected representatives; the government encourages and guarantees freedom of speech, religion, opinion, association, upholding the "rule of law", the existence of a majority government that respects the rights of minority groups; and communities whose citizens give each other the same treatment.

This understanding basically refers to the words of Abraham Lincoln, the former President of the United States, who stated that "democracy is a government of the people, by the people, and for the people" or "the government from the people, by the people, and for the people".

Because "people" are the centre, democracy by Pabottinggi (2002) is treated as a government that has a paradigm of "auto centricity" or auto centricity, namely the people (people) who must be the basic criteria of democracy. Thus, the actual reason of my choice about my topic which is "Media Social as A Means of Communication in Creating a Democratic Country in Indonesia" because I want to explore how social media can be used as a tool for conducting a democratic system and what are the effects of it.

The research approach used in my paperwork is literature review. As a democratic country, Indonesian democracy has its own characteristics. What are the characteristics of Indonesian democracy? According to Budiardjo in the book Basics of Political Science (2008), democracy adopted in Indonesia is a democracy based on Pancasila which is still developing and its characteristics and characteristics have various interpretations and views. However, it cannot be denied that the basic values of constitutional democracy have been sufficiently implied in the 1945 Constitution of the Republic of Indonesia.

Why were democracy chosen as the path to this form of government in order to achieve the state's goal of welfare? Democracy as form of government, originally started from the history of Ancient Greece. However, democracy at that time only gave the right to participate politics in the minority of adult males.

The development of democracy is growing rapidly and is accepted by all nations, especially after World War II. A 1949 UNESCO study stated "it is possible that for the first time in history democracy was declared the most favourable and natural name for all the systems of political and social organization championed by the influential supporters. Thus, until now, democracy is believed and accepted as a good political system in order to achieve the welfare of the nation. Almost all modern countries want themselves to be labelled a democracy. Otherwise, will avoid being called an "undemocracy" country.
