B. Implementation of TELMIN in Indonesia

Implementation of TELMIN ASEAN (ASEAN Telecommunication and Information Technology Ministers Meeting) in Indonesia involves several important steps, as explained in the results of the ASEAN TELMIN meeting and Towards Indonesia Becoming the Host of ASEAN TELSOM/TELMIN in 2018.

The ASEAN Telecommunication and Information Technology Ministers Meeting (TELMIN ASEAN) is a series of meetings involving the ASEAN Ministers of Communication and Information Technology to discuss ICT applications, services and solutions in the ASEAN region. The following are several TELMIN ASEAN meetings and their results:
1. TELMIN – 17: The 17th ASEAN Telecommunication and Information Technology Ministers Meeting (TELMIN-17) was held at Apsara Palace, Siem Reap, Cambodia on November 30 - December 1 2017. The results of this meeting were that the Ministers and Telmin Leaders agreed The Telsom/Telmin programs that will be implemented in the program year are:
a) Study for development and application guidelines for the development of open and big data in ASEAN countries
b) ASEAN Maker Hackathon 2018
c) 2018 ASEAN ICT Awards
d) ASEAN guidelines for facing digital challenges
2. 2020 GOAL Meeting
The TELMIN meeting has the theme "ICT Connectedness" and is an implementation of AIM 2020 (Asean ICT Masterplan). The 2020 ICT Master Plan is a strategic road map that aims to achieve digital economic transformation and develop the necessary human resource capacity. The focus is on the preparation of new policies, regulatory outcomes, and implementation of activities to support the development of information and communications technology (ICT) in the ASEAN region. In addition, there are specific examples of ICT master plans at the national level, such as the "INDONESIA ICT MASTERPLAN PLAN" and the "Information & Communication Technology (ICT) Unit Strategic Plan 2020 -2025" for Pembangunan Jaya University. These plans most likely outline specific goals, strategies and initiatives for the development and utilization of ICT in their respective contexts.

3. Results of the TELMIN agreement
From a series of meetings from 29 November to 1 December 2017, the Ministers and Telmin Leaders agreed on the Telsom/Telmin Program which will be implemented in 2018 in the form of 16 programs within the ASEAN Telsom/Telmin framework which will be implemented in 2018 following the ratification of the ASEAN ICT Fund (AICTF) funding. ) in 2018. The program is:
a) Study to develop guide and applications for open and big data development in ASEAN Countries: This program aims to encourage open development and implementation and guidelines for big data in ASEAN countries.
b) ASEAN Maker Hackathon 2018: One of the programs agreed upon at the ASEAN TELMIN (ASEAN Telecommunications and Information Technology Ministers Meeting) in Indonesia in 2018. This program is a competition for innovators and developers of information and telecommunications technology in the ASEAN region, which aims to to promote innovative and high-quality products and services in the field of information technology and telecommunications
c) ASEAN ICT Award 2018: ASEAN ICT Awards 2018 is one of the events held in the ASEAN TELMIN (ASEAN Telecommunications and Information Technology Ministers Meeting) series in Indonesia. At this event, Indonesia won the First Place (Gold Winner) award in the Research and Development category through the Hoax Analyzer application
d) ASEAN Guideline for Strengthening Resilience and Repair of Submarine Cables: This program aims to strengthen the resilience and repair of submarine cables in ASEAN countries. This program is an effort to ensure smooth communication and connectivity in the ASEAN region, especially in facing the risk of damage to undersea cables which could disrupt telecommunications and internet services.
e) ASEAN Cyber Kids Camp 2018: This program aims to increase digital literacy and cyber security awareness among children in the ASEAN region.
f) Study to Develop Best Practices Guide for Local Content Development and Support to ASEAN Countries: The implementation of this program is expected to encourage the development of local content and support for ASEAN countries in the field of information and communication technology. This program is also expected to encourage the exchange of best practices among ASEAN countries, which can help improve the quality of local content development and support in the region.

g) Gap Analysis, Recommendation and Promotion on Best Practice of ASEAN e-Service Development: Conduct a comprehensive analysis of the current conditions of e-Service development in ASEAN countries, provide recommendations for improvements, and encourage the application of best practices in e-Service development throughout area
h) Capacity Building on Accelerating the Development Framework on Smart Sustainable Cities (SSC) for ASEAN Countries
i) ASEAN Critical Information Infrastructure Protection Framework
j) Develop Regional Network Security Best Practices
k) Feasibility Study on Establishing an ASEAN CERT
l) The Aligning Public Policy and Regulation Framework to Promote Cloud Computing Environment
m) The Work Plan for Establishing an ASEAN Framework on Digital Data Governance and the formation of a Working Group on Digital Data Governance
n) Opportunities and Challenges of Over the Top (OTT) Services Regulations, and Recommended Approaches, and Principles on Next Neutrality (ATRC)
o) Next-Generation Universal Service Towards Ubiquitous Broadband Ecosystem (ATRC)
p) ASEAN ICT Masterplan 2020 Mid-term Review (ASEAN ICT Center and Indonesia project).
From the analysis above, TELMIN has state roles such as: Encouraging cooperation between countries, developing security plans in the use of ICT theoretically and practically, considering expanding terms and definitions related to the use of ICT and so on. Apart from that, Telmin also has implementation in Indonesia where the TELMIN Meeting has the theme "ICT Connectedness" and is an implementation of AIM 2020 (Asean ICT Masterplan). The 2020 ICT Master Plan is a strategic road map that aims to achieve digital economic transformation and develop the necessary human resource capacity. The focus is on the formulation of new policies, regulatory outcomes, and implementation of activities to support the development of information and communications technology (ICT) in the ASEAN region.
