History of TELMIN
Technological developments in the last few decades have begun to bring various challenges that have never been faced by countries and international organizations anywhere in the world. Many new issues and problems arise from increasingly rapid technological developments. Some of these problems are patent theft between technology companies, theft of bank customer data, hacking activities which can trigger tensions between countries, online buying and selling fraud, hoaxes which are increasing day by day and other problems in cyberspace which are currently of public concern. . world. The first Telecommunications and IT Ministers Meeting (TELMIN) was held on July 14 2001 in Malaysia without any concern for cyber security. Cybersecurity only received attention during the 3rd TELMIN, on September 13 2003 in Singapore. This first meeting stated that cyber security is a necessity and cannot be ignored. This meeting concluded that each member country must form its own Computer Emergency Response Team (CERT) by 2005. Although this goal was not completed on time, currently all ASEAN member countries have their own CERT.
The Association of Southeast Asian Nations (ASEAN) has a significant role in overseeing cooperation in the field of telecommunications and information technology in the Southeast Asia region. ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) is a forum that oversees cooperation in the field of communications and information technology in the ASEAN region. This forum has produced various agreements, declarations and work programs, such as the ASEAN Sectoral Integration Protocol for e-ASEAN, the e-ASEAN Framework Agreement, and various statements and declarations regarding the development of information technology and telecommunications in the ASEAN region. Indonesia, as a member of ASEAN, is actively involved in these forums. In 2017, Indonesia hosted ASEAN TELSOM/TELMIN and in 2018, Indonesia also hosted ASEAN TELSOM/TELMIN. Through participation in these forums, Indonesia plays a role in formulating policies and joint work programs for the development of information and telecommunications technology in the ASEAN region. Therefore, the role of ASEAN member countries, including Indonesia, is mainly through the ASEAN TELMIN forum.
1. Supervise and advance cooperation information in the field of telecommunications and technology in the Southeast Asia region
2. formulate policies and work programs for the development of the telecommunications and information technology sector in the ASEAN region
3. Promote strategies for detecting threats in accordance with international law and its principles.
4. Promote dialogue regarding risk reduction measures by sharing the perspectives of each member country in using ICT in conflict.
