Rising Tuition Fees Lead to a Crisis in Higher Education

The rising costs of Uang Kuliah Tunggal (UKT) and Iuran Pengembangan Institusi (IPI) have sparked significant public debate and protests, particularly among students and officials. The increase in UKT follows the implementation of the Ministry of Education, Culture, Research, and Technology (Kemendikbudristek) Regulation No. 2 of 2024, which sets new standards for higher education operational costs and allows for increased state budget allocations for public universities.

Protests erupted across various regions in response to these increases. At Semarang State University (UNNES), hundreds of students gathered to protest the rise in IPI for the 2024 academic year. Demonstrations involved banners and speeches demanding the cancellation of the fee hikes. The Vice-Rector of UNNES, Prof. Zaenuri, declined to comment during the protests.

The controversy over UKT also reached the legislative level, with members of the House of Representatives (DPR) criticizing a Kemendikbudristek official's statement that education is a tertiary need. This criticism was voiced during a working meeting with Commission X of the DPR.

In response, Minister of Education, Culture, Research, and Technology, Nadiem Makarim, pledged before Commission X to halt unreasonable increases in UKT. He committed to evaluating and reassessing any unjustifiable fee hikes.

The issue escalated to the presidential level, where President Joko Widodo (Jokowi) called a meeting with Nadiem to address the matter. Following the meeting, Nadiem announced the cancellation of the UKT increase for the 2024/2025 academic year, a decision endorsed by President Jokowi. Nadiem also stated that Kemendikbud would reevaluate all requests for UKT increases from public universities. Subsequently, UNNES officially announced that there would be no increase in UKT or IPI for 2024, following coordination with the Ministry.

The rise in Uang Kuliah Tunggal (UKT) and Iuran Pengembangan Institusi (IPI) imposes a significant financial burden on students and their families, particularly those from lower-income backgrounds. Tuition fee increases can exacerbate economic inequality by making higher education less accessible to those who cannot afford the rising costs. The abrupt increase in tuition fees could be part of a government strategy to divert public attention away from more pressing issues. By focusing public attention on the contentious increase in educational costs. This tactic of using high-profile policy changes to obscure underlying issues is not novel in political strategy, and it raises concerns about the transparency and motivations behind the timing and implementation of such fee increases. This viewpoint emphasizes the importance of vigilant and informed public discourse in ensuring that all government actions are accountable.


Furthermore, raising UKT and IPI without adequate consultation and communication with affected stakeholders, particularly students, shows a lack of transparency and consideration for their needs and circumstances. Protests at institutions such as UNNES highlight students' dissatisfaction and frustration, as they feel unheard and mistreated. This top-down approach undermines trust and cooperation between university administrators and students. A more inclusive decision-making process, with active participation from students and their representatives, is likely to result in more equitable and acceptable funding solutions. Instead, the sudden and significant fee increases exacerbate tensions and foster a culture of distrust and discontent.

In summary, the rising costs of Uang Kuliah Tunggal (UKT) and Iuran Pengembangan Institusi (IPI), driven by new government regulations, have sparked significant public debate and protests, emphasizing the financial burden on students and their families, particularly those from lower-income families. These increases have resulted in economic strain, higher dropout rates, and greater inequality, making higher education less accessible.
