Pendidikan di tingkat dasar bertugas menanamkan sikap-sikap positif, budaya dan landasan berpikir. Pendidikan tingkat menengah mengembangkan sikap, budaya dan cara berpikir yang sudah dikuasai di tingkat dasar dan berlatih menerapkannya. Pendidikan tinggi meningkatkan kemampuan intelektual dan kecakapan untuk bekerja. Sedangkan lembaga pelatihan bertugas melakukan upgrading disesuaikan dengan tuntutan kerja.
