Education is one of the main pillars in the development of a nation. Along with the times and demands of globalization, the quality of education is becoming increasingly important to ensure the progress of a country. However, to ensure optimal quality of education, an effective monitoring and evaluation system is needed. Implementation of the Education Monitoring and Evaluation Program is a crucial step in ensuring effectiveness, efficiency and equality in the education system. This program involves a series of activities ranging from monitoring the learning process in the classroom, school management, to evaluating the educational policies implemented. In this context, supervision acts as a control mechanism that ensures that national education standards are achieved and maintained. Meanwhile, evaluation helps in evaluating the success or failure of an educational program and provides constructive feedback for future improvements. Supervision and evaluation of education is not only the responsibility of the government, but also involves various stakeholders such as teachers, school principals, parents and the community. Collaboration between them is very important to ensure that every aspect of the education system can be improved continuously.

First: Concept of Implementation of the Education Monitoring and Evaluation Program

Basically, implementation, also known as execution, is a repetitive process of activities carried out to achieve a desired goal. In the context of educational monitoring and evaluation, namely the process of ensuring that educational goals have been achieved. The three main components of monitoring and evaluation program implementation are as follows; 1) Programs that can be used to measure the implementation of activities; 2) Target group, namely the group that is the target of the program to be implemented by the government; and 3) Implementing elements, namely all parties involved in implementing the program. Utuality, appropriateness, compliance, and accuracy are the four main principles used to assess programs.

Second: Preparation of the Education Monitoring and Evaluation Program

An evaluator must make careful preparations before educational supervision and evaluation is carried out. Before collecting data, preparation between fabrics includes making an evaluation, making an evaluation instrument, validating the evaluation instrument, determining the number of samples needed for evaluation activities, and equalizing perceptions between evaluators. To create an evaluation instrument, the objectives to be achieved are formulated, a grid containing details of variables and instrument types is created, instrument items are created, and the instrument is modified. Instruments that have been prepared cannot automatically collect the required information.

Third: Implementation of Education Monitoring and Evaluation

Decision making efforts are assisted by the implementation of evaluation. Decision makers not only consist of project planners and administrators, but also from other groups involved in program activities. Educational program evaluation models vary from focusing on achieving program goals, focusing on decisions, focusing on activities and the people who handle them, focusing on the influence and impact of analytical systems, and focusing on program achievements. Command, loyalty, and combined approaches are the most commonly used evaluation methods. To begin an evaluation, there is a relationship between the evaluation program itself and the implementer---or individual being evaluated.

Fourth: Monitoring and Evaluation of Education Programs

The planning and monitoring functions are equally important. Half of the success in achieving goals is influenced by the plans that have been made, and the other half is influenced by supervision and observation. Monitoring and evaluation (MONEV) helps improve employee performance or performance and reduces misuse of duties and authority. Obedience (fulfillment), inspection (auditing), report (accounting), and explanation are the four functions of supervision. The purpose of monitoring, evaluation and reporting is to ensure that the school program is running according to plan and to identify problems that arise so they can be resolved.

Conclusion

In essence, implementation or implementation is a continuous process of activities so that the expected goals are achieved. Before educational supervision and evaluation is carried out, an evaluator must make careful preparations. Evaluation is carried out to serve decision making efforts. The monitoring function has the same weight as the planning function.
