Tabungan Perumahan Rakyat or we know as TAPERA, is a program created by the government to solve the problem of the difficulty and cost of buying a house, especially for people with low incomes. This program is managed by a legal entity called BP TAPERA. Benefits of Tapera home financing or Tapera products can be in the form of the First Home Ownership Financing Program (KPR Tapera), the First Home Improvement Financing Program (KRR Tapera), the First Home Financing Program on Private Land (KBR Tapera), and the Home Ownership Financing Program for Non-Community People. -ASN (FLPP). The system of this program is to deduct 3% with details of 0.5% borne by the employer and 2.5% borne by the employee.

This program could be a problem solver becauseit  help us to make it easier for us to get a decent house because house price is always rise in every year. TAPERA is also considered to be able to overcome the gap from the previous program by using a contribution scheme which is expected to reduce the housing backlog figure which is still high.

But the other hand, TAPERA is considered a program that is detrimental to the people. This program is considered to be burdensome for employees and business owners. Asosiasi Pengusaha Indonesia (Apindo) is the one who reject this program. Apindo noted that the levy burden borne by employers currently ranges from 18.24% to 19.74%. Employers must also pay 4% social security and severance pay reserves based on actuarial calculations of around 8%.

Conclusion, The Tabungan Perumahan Rakyat (TAPERA) program, designed to make homeownership more accessible for low-income individuals, offers various financing options managed by BP TAPERA and is funded through contributions from both employers and employees. While TAPERA aims to address housing affordability and reduce the housing backlog, it faces criticism for imposing financial burdens on employers and employees. The Indonesian Employers Association (Apindo) and some workers argue that the mandatory nature of the program is problematic, suggesting that voluntary participation would be more favorable.
