Telecommunications and Information Technology Ministers Meeting (TELMIN) aims to deepen regional cooperation and activities in order to enhance digital connectivity in ASEAN. From the perspective of national interest, this regional cooperation can assist ASEAN countries in achieving the goal of security and prosperity through strengthening digital connectivity. In 2015, ASEAN member states approved the ASEAN Economic Community Blueprint 2025. The AEC Blueprint 2025 will build on the AEC Blueprint 2015 which consists of five interrelated and mutually reinforcing characteristics, namely:

a) A unified and fully integrated economy
b) A competitive, innovative and dynamic ASEAN
c) Enhanced connectivity and sectoral cooperation
d) A resilient, inclusive, and people-oriented and people-centered ASEAN
e) A globalized ASEAN

The scope of ASEAN economic cooperation includes industry, trade, investment, services and transportation, telecommunications, tourism, and finance. In addition, this cooperation includes agriculture and forestry, energy and minerals, and micro, small and medium enterprises (MSMEs). To encourage equitable development among member countries (narrowing the development gap), ASEAN has an Initiative for ASEAN Integration (IAI). IAI aims to create equitable development between ASEAN-6 (Brunei Darussalam, Indonesia, Malaysia, Philippines, Singapore, and Thailand) and CLMV (Cambodia, Laos, Myanmar, and Vietnam).

In addition, at the proposal of Indonesia, ASEAN has approved the ASEAN Framework on Equitable Economic Development (AFEED). The framework prioritizes, among others, reducing development gaps, strengthening the quality of human resources, improving social welfare, developing micro, small and medium enterprises (MSMEs), and broader participation in the ASEAN integration process.

For Indonesia, the AEC provides various opportunities that must be maximized given the potential of a large population and increased purchasing power of people in ASEAN. Regional economic integration will help, among others, in reducing trade barriers, making the Southeast Asian region a unified production base and potential market for the entry of Foreign Direct Investment (FDI) and increasing national competitiveness. Indonesia will continue to cooperate with ASEAN countries in order to deepen and expand economic integration in the ASEAN region and with regions outside ASEAN.

ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) is a regional meeting attended by the telecommunications and information technology ministers of ASEAN member countries, as well as some friendly countries and the International Telecommunication Union of the United Nations. The meeting discusses the dynamics of the digital world in ASEAN in the next five to ten years, including the impact of technology on ASEAN and the response of ASEAN to these dynamics. The meeting also discusses issues related to digital connectivity and infrastructure, digital transformation, resilience, trust and security, digital policy, regulation, and standards, and e-commerce. Therefore, TELMIN is related to international relations as it involves discussions on the digital economy and its impact on ASEAN and the world.
