Challenges Faced by WIKA in the Jakarta-Bandung High-Speed Rail Project
The proposed Jakarta-Bandung high-speed rail project, led by state-owned construction company WIKA, has faced significant challenges resulting in the company's financial struggles. The project was initially awarded to China due to their provision of soft loans. At the same time, Japan, another interested party, required the Indonesian government to fund the project from start to finish.
One of the primary issues hampering the project's progress is the construction delay. The construction process has encountered various obstacles, leading to contract extensions and a revised completion date of January 2022, significantly later than the original target. The delays have been attributed to factors such as improper planning from the early stages of the project lifecycle and natural factors like weather and disasters.
Additionally, the high-speed rail project is part of a broader initiative by the Indonesian government to accelerate the implementation of national strategic infrastructure projects in West Java. This increased demand for basic raw materials, such as rock minerals, has significantly strained the industry's supply chain and resources.
The challenges faced by WIKA in the Jakarta-Bandung high-speed rail project highlight the complexity of developing large-scale infrastructure projects, particularly in developing countries. The need for improved planning, effective coordination among stakeholders, and a more robust regulatory framework are crucial to ensuring the successful execution of such projects (Purba, 2020; Irsyad et al., 2022; Putra, 2023; Puspita & Patriotika, 2021).
