Functional Position of Lecturer in Government Environment

Lecturer is one of the functional positions within the Ministry of Law and Human Rights (Kemenkumham). As a functional position that is a position in the state or government personnel administration system, lecturers are fully subject to all rules and regulations according to the laws and regulations in the field of employment in their status as state civil servants. There is a leveling arrangement of lecturer functional positions, namely the first lecturer functional position (referred to as Expert Assistant), young lecturer functional position (referred to as Lector), middle lecturer functional position (referred to as Head Lecturer), and main lecturer functional position (referred to as Professor / Professor). The leveling is intended to assist the career development of lecturer functional positions from the first level to the main level, so that state civil apparatus can focus on working as public servants and implementers of public policies from the beginning of work until retirement at which level they can achieved.

However, as a teaching profession, lecturers are also subject to laws and regulations that regulate the duties and functions of lecturers as implementers of the Tri Dharma of Higher Education. The tasks include education including teaching to students, research including scientific publications in the form of articles in journals or papers at conferences, and community service through real contributions to the interests of the wider community. The presence of lecturers can be optimized by empowering them to provide support to the work unit or government work unit where the lecturer works either in the Ministry or Institution, by providing additional tasks or assignments that can generally help the implementation of performance and achievement of organizational targets considering that lecturers have been equipped with the ability to think critically, logically and analytically and systematically.
