Our country has committed that efforts to improve human resources are a must be a top priority in the development of the people and nation. That is a mandate of our constitution which reads In Article 31 paragraph 1 of the 1945 Constitution reads: Every citizen has the right to education. Article 31 paragraph 2: Every citizen is obliged to attend basic education and the government is obliged to finance it.
