Should Government Control The Population?

Nowadays, a good deal of countries, specifically developed ones, have faced overpopulation as one of the biggest problem, which is marked by the fact that the number of birth rate outweighs that of death rate. To tackle that case, governments strictly enact a law in order to decreasing the figure of fertility rate by giving taxes or other penalties to a family exceeding the limit of properly having children. However, these ways of punishments are not wisely recommended policies because the result of these are quite often the opposite of what was intended.
