Simulasi Bencana Maluku Dapat Pujian Dunia Internasional

Luar biasa, ternyata Maluku dapat menjadi perhatian dunia di bidang penanggulangan bencana alam. Mewakili Indonesia, Maluku menyampaikan model simulasi bencana paling terkoordinasi yang selama ini dimiliki oleh dunia.

Pujian kepada Indonesia pun datang dari 173 negara peserta Global Platform IV di Jenewa, Swiss yang digelar oleh UNISDR, sebuah lembaga PBB di bidang pengurangan resiko bencana pada 19-23 Mei 2013 lalu.

Simulasi bencana bendungan alam (natural dam) Wae Ela di Negeri Lima, Kec. Leihitu, Kab. Maluku Tengah yang dilaksanakan pada 2 Februari 2013 lalu dengan melibatkan sekitar 1000 orang itu mendapatkan acungan jempol karena berhasil mengkoordinasikan semua unsur, baik masyarakat, pemerintah daerah, TNI-Polri dan stakeholders dalam sebuah simulasi bencana.

Presentasi simulasi dilakukan oleh Mrs. Farida Salampessy dihadapan para peserta Global Platform IV, menurutnya natural dam Wae Ela berpotensi bencana. Hanya dua jalan meminimalkan resiko, yakni secara teknis dengan memperkuat konstruksinya agar tidak jebol dan mengajarkan masyarakat dan para stakeholders bagaimana menyelamatkan diri dari terjangan banjir jika konstruksi bendungan alam itu jebol.

Global Platform IV, merupakan kelanjutan dari forum Global Platform III (Mei 2011), dimana Presiden RI Susilo Bambang Yudhoyono (SBY) mendapatkan penghargaan “Global Champion Disaster Risk Reduction” yang diberikan oleh Sekjen PBB, ketika itu.

Di forum sebelumnya, telah disepakati tidak hanya pemerintah dan masyarakat lokal, tetapi juga kelompok-kelompok masyarakat sipil, anak-anak dan remaja, akademisi serta lembaga usaha harus terlibat dalam implementasi Kerangka Aksi Hyogo (Hyogo Framework for Action) atau HFA itu.

Dan Indonesia sebagai salah satu negara yang ikut meratifikasi HFA juga telah melaksanakan upaya-upaya pengurangan resiko bencana. Bahkan pencapaiannya telah mendapatkan apresiasi dunia internasional melalui penghargaan kepada Presiden SBY.

Dan yang kita lakukan di Wae Ela, itu menunjukkan bahwa memang Indonesia sangat serius dalam hal kebencanaan dan patuh pada konvensi internasional,” ungkap Mrs. Farida Salampessy.
