Enterprneurship that was believed as economic developer have not significant effect in Indonesia, because enterpreneurship without social mindset have potential for create disparity economic in community between high income and low income and still not enough for solve inequity income in community. Enterpreneur base on community or sociopreneur and the strong realization in economic practice is concrete application of this concept.

In our country, there is a lot of social program, social money, social man, and all of this become social source and social power for Indonesia. Social Manajemen is an hope for Indonesia, with social manajemen we can build social power with focus, strength, and networking for collaborating development. Harmony of social working is the key for accelerate achievement of our government.

I belief, collecting source in community and developing them for growth in the strategic way is the highest stage for empowering community. With this mindset, we must start from manage our social source and potential in well organizer and management. The organization that collect this source must have power to decide, drive, monitor, and evaluate the source. After organize social potential, we can continue in analys our need and the main problem for mobilize all of our social pontential and source to solve the main problem. From this, we can build strategic policy is needed in determine program with minimum effort and optimum result.

National labor force survey data suggests that the unemployment rate per February 2007 decreased from 10.28% in 2008 to 9.75%, but, unfortunately, educated unemployment increase from 6,16% become 7,02%. This mean, employmentabsorption in Indonesia is stillveryminimal and become implication of new problem in community, such as poverty, health problem. Unemploymentandpoverty is main problem in Indonesia development.

Theoritically, poverty level will follow unemployment rate. It’s mean, if unemploymenr rate increase, poverty will be increased. Enterpreneur population in Indonesia is less than 1 percent of total population. Fortunately, unemployment is one of movement factor in building enterpreneurship. I believe, the growth of economic is depend on independencing empowering in community and alignmentsonentrepreneurship.

We must formulatedevelopment plans focus in quality of community. Three factor can decrease poverty is economic growth, create new enterpreneur, and policy for decrease poverty from governent. Socioenterpreneur will directly give implication in increase employment andsocialeconomy moving. Socioprenenur will become representative of empowerment of social independence to build economic social that will have significant implication in economic growth.

Sociopreneur will have 2 main drivers in change, first, search for better wealth creation opporunities, and the second one, decrease problems of unemployment. This point will be attitude of socioprenenurs. This attitude must be the basis of the birth of logic entrepreneurs, such as technopreneur, agropreneur, ecopreneur, biotechpreneur, engipreneur, infopreneur, and healthpreneur. This –preneurship fuels economic growth, creating employment, and prosperity

Social must be character and mindset of all movement of our govenrment in all departement, i.e. health departement, education departement, financial departement, agriculture departement, informatic departement, and also politic. So, all of source will include social impact in their plan, their project, their policy, and their evaluation. No program is permitted without standard social impact. Assertiveness, courage, and toughness is requirement important to build this idea in our home, Indonesia.

The next plan is create social goal to get optimum achievement. The vision must be accepted with all departement, company, and citizens to crossed the line ofideology and group. The last thing we must plan is building system that can continue social project in collaboration but with the independence of continuity empowering.

Small and medium businesses will get benefit of this concept, and they have a strategic role in supporting the national economy. Sociopreneur must involve various parties, both government and private sectors and NGO’s to conduct various programs of small and medium enterprise development. Sociopreneurs will expand the network sources efficiently and increase the area of enterpreneurs micro development. Sociopreneur is transformation strategy in distribute sources to micro, small, and medium economic.

The sociopreneur development in Indonesia need internal and external support, such as banks, government, education, society willingness, and society awareness. This is need new organization that focus in building sociopreneur systematically and progressively to develop national productivity in Indonesia. This organization have to legitimate, manage, facilitate, and supervising sociopreneur concept with push all instrument and mobilize all source to create collaborative enterpreneurship base society.

Equity income will decrease economic inequity and build economic equity. This concept will become snowball effect of socionterpreneur.Socioenterprenuer will distribute source in balance economic level and drive source in micro, small, and medium economic level. Enterpreneur without social will drivingresources in high economic level.

Sociepreneur justice and welfare is enterpreneurship concept with obligations of the big entrepreneur to develop small entrepreneur. In this concept, sociopreneur imbued withthe spirit ofcommunityjustice wich have goal to build economy equity with the basis of kinship and mutual cooperation. Morality and sociality economy is value that moving economic growth in Sociopreneur justice and welfare. In this concept, profit is not the only motivation and decision factor in company, but they also determine sociality and moralty economic as the economic factor.

Justice and Welfare Economic must be applied holistic and comprehensive. Tibor Scitovsky in his book Welfare and Competition state the role of the state is treating the weaknesses present in competition to guarantee the welfare. Scitovsky said that government must prepare services which community can collectively take benefit. Government can inhibit aggressive competition that destroy low level economy. To develop and conduct Justice and Welfare economic, government must build character community base on justice and welfare value. Coordination and communication between government and economic actors must be done effectively to build goal together in sociopreneur justice and welfare.

The conclusion of this idea is economic inequity is main problem of delays innation development. Enterpreneur is not enough to solve the problem because of disparity economic between high level and low level economi. Sociopreneur with the value of justice and welfare is key solution in building economic moving for build equity in Indonesian economic. In practice, Finnnaly, we must start from manage our source and continue with social mindset of justice and welfare from government, and finish with social empowering and building independence. This sociopreneur based on justice and welfare is solution for our country, and remind, there is hope for Indonesia.
