Indonesia's domestic cyber security diplomacy through the ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) is Indonesia's effort to improve the country's cyber security. Indonesia's cyber diplomacy is carried out through bilateral and multilateral cooperation with ASEAN countries and international organizations such as the ASEAN Regional Forum (ARF) and the International Telecommunication Union (ITU). Alignment between legal, technical and procedural measures, organizational structure, capacity building, and international cooperation. In efforts to develop and improve cyber security, there is a need for harmony between legal, technical and procedural actions, organizational structure, capacity building, and international cooperation.

Indonesia's cyber diplomacy through Telmin aims to improve the country's cyber security by collaborating with ASEAN countries and international organizations in the field of cyber security. Through cyber diplomacy, Indonesia seeks to respond to the cyber threats it faces, safeguard national interests, and strengthen the country's cyber security. The role of domestic security cyber diplomacy through the ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) is to anticipate an increase in the potential for cyber crime. This is because cybercriminals use ICT as a means to carry out their actions. Anticipatory efforts need to be made, such as strengthening cyber security through cyber security guidelines and audits, increasing human resource competency, collaborating with relevant stakeholders, and regular evaluations. Thus, the application of ICT to cyber security must be done wisely and carefully so as not to have a negative impact on society.

The objectives of cyber diplomacy in an effort to maintain domestic security through the ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN):

  • To Improve the country's cyber security by collaborating with ASEAN countries and international organizations in the field of cyber security
  • Respond to the cyber threats faced
  • Maintain national interests
  • Strengthen the country's cyber security

There are lots of benefits of the ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) in efforts to maintain domestic security:

  • Identify vulnerabilities: The ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) program helps organizations identify vulnerabilities in their electronic systems, which can be exploited by cybercriminals. By identifying these vulnerabilities, organizations can take steps to fix them and prevent cyberattacks
  • Assessing cyber security posture: The ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) program assesses an organization's cyber security posture and provides recommendations to improve it. This helps organizations improve their overall cybersecurity posture and better protect their systems and data from cyber threats
  • Increase awareness: The ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) program helps increase awareness about cyber security threats and the importance of cyber security among organizations in Indonesia. This can help organizations take proactive steps to prevent cyberattacks and improve their cybersecurity posture.

Improving cyber security culture: The ASEAN Telecommunications and Information Technology Ministers Meeting (TELMIN) program aims to improve cyber security culture in Indonesia by promoting best practices and providing guidance on how to improve cyber security. This can help organizations develop a culture of cybersecurity and make it a priority in their operations.

Technological developments in the last few decades have begun to bring various challenges that have never been faced by any country and international organization in the world. Many new issues and problems arise from increasingly rapid technological developments. Some of these problems are patent theft between technology companies, theft of bank customer data, hacking activities which can trigger tensions between countries, online buying and selling fraud, hoaxes which are increasing day by day and other problems in cyberspace which are currently of public concern. world. Cyber threats are something that is feared throughout the world, this is no exception.

Southeast Asian countries have experienced massive crime in cyberspace. Indonesia is also not immune from cyber attacks. According to a Microsoft report, Cyber attacks on Indonesian companies in 2017 cost domestic businesses USD 34 billion due to direct financial losses and long-term reputation damage. This study was conducted by research consulting firm Frost & Sullivan by surveying 1,300 businesses and IT companies in the Asian Region -Pacific. also the total potential loss to the region from cyber attacks at USD 1,745 trillion, or 7% of the region's current GDP. Nearly half of Indonesian companies may have been affected by cyber attacks last year. The study found 22% of companies surveyed in Indonesia reported they had a security breach, while 27% were unsure if they had one, due to a lack of forensic assessment data. Sadly, 51% of organizations don't think about cybersecurity at all.

The massive losses due to cyber attacks and the lack of knowledge of countries and companies have made various parties feel the need for cooperation that can make the trade climate in the Southeast Asia region safe from hacker attacks. Currently, each country in the Southeast Asia region and international organizations, especially international government organizations such as the Association of Southeast Asian Nations (ASEAN), are jointly looking for solutions to cybersecurity problems. In order to overcome these various problems, ASEAN began to initiate a program called the ASEAN Cyber Capacity Program (ACCP).

Cyber threats and attacks that can damage infrastructure, data and important information owned by the government, private sector and society. This threat can in the form of denial of service (DoS), phishing, ransomware, theft of personal data, and others. Solutions that can be implemented are increasing public awareness and knowledge about the dangers of cyber attacks, building a strong and integrated security system, and collaborating between the government, private sector and society in preventing and handling cyber attacks123. Changes in people's behavioral patterns influenced by developments in technology and information, which can have negative impacts such as the spread of fake news (hoaxes), radicalism, cyberbullying, pornography and social media addiction. On the other hand, the government must understand the cyber security situation in Indonesia and create tools to overcome various threats that come through cyberspace. Apart from internal factors, external dimensions must also be considered considering that cyber threats are transnational, cross national borders, and are seen as a global threat.

Solutions that can be implemented are providing education and digital literacy to the public, monitoring and regulating content circulating on the internet, and providing legal sanctions for perpetrators of violations of ethics and norms in cyberspace. The digital divide exists between urban and rural areas, between community groups with different incomes, education, and access to technology and information. The digital divide can hinder equitable development, quality of life and community participation in the digital era. Solutions that can be implemented are expanding the reach and availability of telecommunications, multimedia and informatics infrastructure throughout Indonesia, providing subsidies and assistance to underprivileged communities, and increasing the capacity and quality of human resources in the TELMIN sector.
