Article 29 paragraph (2) of the 1945 Constitution confirms, "The State guarantees the independence of each resident to embrace their respective religions and to worship according to their religion and belief". Spreading doctrines that they profess is exactly part of their worship. This matter is constitutional. So, how can there be a legal provision that threatens usurpation of the rights of its own citizens? I think this is not right. Penalties against the spread of teachings from the belief system is not appropriate because they are protected by the constitution and recognized their rights as rights that can not be reduced under any circumstances.
