HUMAN RESOURCES
To create a best output and to create a good relation between consumer in cargo shipment. The good and the best quality Human Resources is the number one reason of that. In case of this, all the employee that attach to the cargo shipment must be coordinatewell so the miscommunication wont happened. So, there must be a well-known structure that have rights to take the decision, so there is no mistake on the export cargo shipment activity.
Shipper - agent - cargo export - destination
As seen as relation above, the exporter or shipper or using the shipping agent, agent works as a connector from shipper to the exporter (ex. Gapura Angkasa). In this way, Gapura Angkasa cooperate with airlines as a transportation also cooperator with Angkasa Pura 2 (the owner of Soekarno-Hatta Airport and the facility), also there's another party that control the dangerous goods. All the activity must be handled by the good Human Resources with coordinate. Next, is the simple scheme of the decision-maker structure :

As the same above, the top decision-maker is Head Officer. We are going to discuss from the general manager in this case Cargo's General Manager. Below the Cargo's General Manager, there is a domestic, import, and export Cargo Manager. Export Manager responsibility to General Manager. Then there is a Supervisor that placed each Supervisor in each warehouse (ex. in the domestic warehouse there is one Supervisor, etc.) Supervisor responsibility to Manager and also responsibility to control the works of employee. In case of controlling the employee, Supervisor is also helped by a Group Leader that chosen from the experience. The last is staff that is the Employee that helps the company to reach the goal.
In case of Employee works, all the staff must know and follow the SOP (Standard Operating Procedure) that have been released. All the activity that Employee to Head Officer do is from the SOP. In Gapura Angkasa, the work time is divided by 3 shifts, (morning 06.00 - 14.00, noon 14.00 - 22.00 and evening 22.00 - .06.00). From this too, the '4 + 2' applied (4 days work + 2 days rest) and the rest day not take the schedule except the things out of schedule like demonstration. The dividing method in Acceptance Cargo Export is 2 Men’s on Acceptance Room, 2 more to check the goods (shifted), then 2 Men’s as cashier (cargo payment), then 2 Men’s on X-Ray + 1 Security (AVSEC).
