In the era of education reform, the quality of education is the main focus. A strong supervision and evaluation system is needed to ensure the accountability and effectiveness of education policies. The assumption is that the more planned and monitored a program is, the greater the chance of success. However, there is a gap between planning and implementation in the field. This article aims to explain the concept, preparation, implementation, and monitoring of education supervision and evaluation so that it can be used as a guide in the practice of education policy.
First; Concept of Implementation of the Education Supervision and Evaluation Program. The implementation of education supervision and evaluation is a systematic and ongoing process that aims to determine the achievement of program objectives. In the context of education, implementation means implementing policies with program elements, target groups, and implementers. The principles include technical planning, division of tasks, monitoring, and reporting. Evaluation is based on a certain model and is carried out by competent evaluators, both internal and external. The ultimate goal is to ensure that the implementation of education policies runs according to standards and can be followed up to improve the quality of education.
Second; Preparation of Monitoring and Evaluation Program. Preparation is an important stage before implementing an evaluation. Evaluators must formulate evaluation objectives, prepare grids and instruments, and validate instruments so that the results are reliable. If the population is too large, then a sampling technique is used. In addition, there needs to be a common perception between evaluators to maintain objectivity. Effective evaluation is largely determined by the accuracy of the method and the readiness of the measuring instruments used. With good preparation, the evaluation process will be more accurate in measuring program performance and providing meaningful recommendations.
Third; Implementation of Educational Monitoring and Evaluation. The implementation of supervision and evaluation aims to be the basis for decision-making on the sustainability, improvement, or termination of educational programs. The evaluation model can be oriented towards objectives, decisions, activities, impacts, or analysis systems. This process is carried out through data collection and analysis that is compared to standards. Evaluation is carried out by considering the accuracy, feasibility, appropriateness, and usefulness of the results. Good implementation will provide a real picture of the effectiveness of the program and open up opportunities for continuous improvement in the education system.
Fourth; Monitoring and Evaluation of Educational Programs. Monitoring is the process of continuously observing program implementation to ensure compliance with the plan. Monitoring functions to measure compliance, audit resources, report results, and explain implementation deviations. The principles of monitoring include continuity, objectivity, consistency, and usefulness. The techniques used include observation, interviews, questionnaires, and group discussions. Monitoring produces feedback for immediate improvement and policy refinement. With proper monitoring, evaluation will have a strong data base as a basis for rational and responsible educational decisions.
The implementation of educational supervision and evaluation is a series of interrelated processes starting from planning, implementation, to reporting. Thorough preparation, systematic implementation, and continuous monitoring are the keys to successful evaluation. Evaluation is not only a measuring tool for program achievement, but also the main basis for making educational policy decisions. By applying the principles of accountability, objectivity, and transparency, educational supervision and evaluation can be a strategic instrument in building a quality, effective, and equitable education system.
