35 GW project is a program launched by the Jokowi cabinets with the aim to support the improvement of the Indonesian economy. Electricity is one of the important sector of the economic activity in Indonesia . However, there are some challenges in the implementation of 35 GW project. The main challenges are land acquisition, licensing, litigation, and collaboration with the third parties . The case of land acquisition is the major issue in this project. In this paper, writer is going to attempt to analyze these problems and propose some solutions to resolve the land acquisition issue.
Land acquisition problems is associated with some context and aspects of society life. Writer noticed that there are some issues related to social conditions to the development of 35 GW electricity project : people understanding of the 35 GW project, public awareness of electricity use, demographic condition of society that are located on 35 GW area, community involvement in 35 GW project, and the appropriate negotiation between Perusahaan Listrik Negara (PLN) as a mandate from the Government to run 35 GW project with the society.
Related to social issues described above, the writer propose several solutions to solve these problems : a massive dissemination of the 35 GW project through “PLN Mengajar” ang the other social movement in order to increase awareness and community support for the project. This social movement is also emphasis on the public education about the efficient use of electricity. Another important thing is the mapping and analysis of demographic conditions of society that are located in 35 GW development areas. Mapping the demographic conditions will support the negotiation process and proper compensation to the society. This development should be based on the society support, so in the future it does not cause social problems within the society, especially economic problems .
