21 Dokter Singapore Dihukum Indisipliner Oleh SMC

[caption id="attachment_104231" align="aligncenter" width="600" caption="Singapore General Hospital (doc: medicallicensecertification.com)"][/caption] Kurun waktu 2010-2011 Singapore Medical Council (SMC), badan pengawas praktisi medis telah memutuskan hukuman indisipliner kepada 21 dokter praktisi medis. Keputusan diambil setelah memalui proses sidang disiplin profesi sebagi tindak lanjut dari pengaduan/keluhan. Ada yang jatuh hukuman dalam tempo satu tahun dan ada pula setelah tiga tahun. Daftar praktisi medis yang terkena hukuman diumumkan dalam Press Release SMC, terbaru pada 18 April 2011. Hukuman bervariasi dari mulai penundaan ijin praktek hingga denda dalam bentuk uang. Singapore Medical Council (SMC) berada di bawah Kementrian Kesehatan bertugas mengawasi praktisi medis atas dasar kode etik profesi untuk menjamin terlaksananya prinsip profesionalisme. Jika mendapat pengaduan akan diproses melalui sidang disiplin profesi (Diciplinary Inquiry). Namun bisa juga dihentikan oleh Pengadilan Tinggi jika dokter tidak terima atas keputusan SMC untuk melakukan sidang disiplin. A Disciplinary Committee (DC) Inquiry (“Inquiry”) was held for Dr Chu Siu Kong (“Dr Chu”), of Green Cross Medical Centre located Block 824 Tampines Street 81, #01-30, Singapore 520824, on 9 March 2011. The proceedings arose out of a complaint to the Singapore Medical Council (“SMC”) dated 5 September 2007 by the Ministry of Health (“MOH”). 2. Dr Chu initially faced 42 charges of professional misconduct under the Medical Registration Act for failing to exercise due care in the management of his patients with benzodiazepines, and/or medication containing codeine. ... 8. Taking the evidence and mitigating factors into consideration, the DC suspended Dr Chu from practice for a period of 5 months. The DC also ordered a fine of S$5,000.00 to be imposed on Dr Chu. In addition, the DC ordered Dr Chu to give a written undertaking to the SMC that he will comply with existing and future guidelines on the prescribing of benzodiazepines issued by the MOH. Dr Chu was also ordered to pay the costs and expenses of and incidental to the inquiry proceedings, including the costs of the counsel to the SMC and the Legal Assessor. 9. With amendments to Section 4 of the Medical Registration Act coming into force on 10 August 2010, the SMC will now comprise a total of 25 members, including the President and the Registrar. 12 of the members are to be elected by registered medical practitioners and the other 8 are to be appointed by the Minister for Health.

Sedangkan Dr Tong Ming Chuan yang sedang bersengketa dengan istri Steven Malikov belum jelas kabarnya apakah termasuk dalam daftar penyelidikan SMC.
