The Greatest Court: Law or Policy

The meaning of Law from Oxford Learner's Pocket Dictionary is whole system of rule that everyone in the country must obey. The Policy is plan of action agreed or chosen by a political party, a business, etc. So what i want to write how The Greates Court as the implemtation as The Law or The Policy. Now It is as The Law, so for the future The Great Court can be The Policy one. So how to be The Policy? I hope the change process of regulation is not Bottom Up change, but also Top Down change. The Greatest Court must learn the regulation for the people prosperity, for the example ID Card People (KTP) for the whole life, so Licence Card (SIM) also can be for the whole life except they do not obey the traffic regulation.
