The media reported that Indonesian Ambassador designate to Brazil Mr Toto Riyanto received an invitation from the government of Brazil to present his letter of credence from Indonesian President Joko Widodo on 20 February 2015. However without any previous information when the designated ambassador of Indonesia arrived at the presidential palace in Brazil, the protocol official informed the designated ambassador that he was not among ambassadors to meet the president Dilma Roussef to present his credential.
That was unprofessional because it meant that the government of Brazil did not have the knowledge or the ability to inform the designated ambassador he did not need to come to the palace because his presentation of letter of credence was delayed due to a particular reason. That was also undiplomatic because all governments must respect other governments even in a most difficult situation. The diplomatic theory said that a diplomat must be able to say the nastiest thing in a nicest way. President Dilma Roussef and her new foreign minister Mauro Luiz Iecker Vieirafailed to fulfill their diplomatic qualifications.
After the media encountered President Dilma Roussef, she confessed that there was a change and they just delayed the presentation of the letter of credence of the Indonesian ambassador. That reflected a coward attitude. If the main reason was because of the two Brazilians were executed in Indonesia due to the narcotic crime, the president should have openly stated that the presentation of credentials of Indonesian ambassador has been postponed as the reflection of the disappoinment of the government and people of Brazil. But they didn't have a courage to do it, instead they allowed the designated ambassador to come to her palace and then told him he was not included to present his credentials to the president.
In short it can be concluded that the acts of the government of Brazil was undiplomatic, unprofessional and cowardice, and Brazil owed the world and the Indonesian people an honest apology.
