Implementation of educational supervision and evaluation is a systematic and ongoing process to collect and analyze information as a basis for decision making and further program planning. Evaluation aims to assess the quality of the program and the level of achievement of objectives based on certain standards. Evaluators must be competent, objective, and responsible, both internally and externally. Evaluation results are used to review, continue, stop, or disseminate programs. The selection of evaluation models depends on the needs of the institution or related parties to assess the effectiveness of the program.
First, the concept of implementing educational monitoring and evaluation programs includes the continued process of plans and policies that are implemented through strategic and operational steps to achieve goals. The main elements in its implementation include the existence of programs that are implemented, program target groups, and parties involved as implementers. In addition, there are important standards in educational monitoring and evaluation that must be considered, namely utility, feasibility, propriety, and accuracy standards so that the process runs effectively and objectively.
Both, program evaluation preparations involve careful steps, such as compiling and validating instruments, understanding program objectives, and selecting appropriate evaluation methods and models. This preparation process includes formulating objectives, creating grids, compiling instrument items, and editing evaluation instruments. In addition, in dealing with a large population, evaluators use sampling methods to select some subjects as data, in contrast to population methods that involve all members of the population in the evaluation.
The three, implementations of educational supervision and evaluation have an important function in assisting decision-making by planners, administrators, and related parties, with a focus on the entire educational institution as the object of evaluation. There are several evaluation model approaches, namely those oriented towards program achievement, decision-making, and system analysis. Evaluation must also refer to standards such as utility, feasibility, propriety, and accuracy. Monitoring and evaluation (MONEV) are very important to improve performance, prevent deviations, and ensure program implementation according to plan. The approaches used include social systems, social experiments, and social examinations.
The substance of the description above is that the implementation of educational supervision and evaluation is a continuous process that includes planning, implementation, and data-based follow-up to support decision making. The first stage involves program preparation, target determination, and selection of implementers based on utility, feasibility, propriety, and accuracy standards. The second stage is preparation, including formulation of objectives, creation and validation of instruments, and determination of sampling or population methods. The third stage is the implementation of evaluation using various approaches such as program achievement, decision making, and system analysis. Monitoring plays an important role in ensuring the effectiveness, efficiency, and accountability of the entire educational evaluation process.
